Could be some issue with drive's firmware or some dirt/dust inside.
The worst scenario: DVD drive (laser, to be more precise) might be broken already. Shit happens.

It could be a number of issues with the player/firmware/device installation.

For a quick test, put in one of those cleaner CDs, then uninstall the device in device manager, then right click and scan for hardware changes.

If this still doesn't work and you've tried drivers and firmware, you can try one last uninstall method.

Run REGEDIT then go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}. There will be a number of these keys so you'll need to find the one that says (Default) DVD/CD-ROM drives. Once you find it, delete the params UpperFilters and LowerFilters, if they are there, then uninstall the device, shut down, restart and pray.

If those params aren't there, then it's almost 100% certain it's the hardware itself that's screwed so you'll need to get it replaced. If you bought it from HP they should do it fairly quickly depending on the fuss you make about it
