Are you absolutely sure? Since Wowwiki says about SoC (couldn't find a general description on judgements):
Unlike other spells, Seal of Command and Judgement of Command are considered physical hits, that does Holy damage. They both use melee crit and hit stats instead of spell crit or hit, and when they crit the damage will be multiplied by two. However like other physical attacks, Seal of Command can miss, or be dodged, parried, or blocked. Judgement of Command can only be resisted.

Not int. It is based on witch seal it is.
Seal of Right is based on Spell Crit.
Seal of Command i based on Melee crit.
This goes for judging.
If you want proof. Try sit down and then judge SoR 5 times. Maybe 1 will crit?
Then try sit down and judge SoComm and all will be crits. Just like you crit if your opponent sits when you hit with normal melee.
Oh, and paladins gain 1 Spell crit per 30 intellect.

Also, things like the chilled effect from frost armour, and that druid 'hit me and you gets the roots upside da head' talent proc off judgment of command.
Palas need +hit/crit, k? :razz:

Robinvi is most propably right, I was testing it last time on test realm before our revamp came, there may have been bugs/changes. Now I can't test anything... but I have BoK! :P
